Village of Carbon - Summary of 2015 and Initiatives for 2016

    Village of Carbon Administrator, Sharon Westgate summarized the 2015 accomplishments:
    Gus Nash was appointed to Mayor and Keith Bramley as Deputy Mayor during the reorganization meeting in October 2015.  Clark Garrett and Heather Boyd were both elected as Councillors by acclamation.
     Kneehill Ambulance disbanded and there was $50,000 in funding that was dedicated to the Carbon Fire Department to be used for equipment.
    There was upgrading done at the swimming pool, new concrete flooring poured in the mechanical room and new filtration system finished to Alberta Health Standards.
    The Village of Carbon owns and operates  the Main and East campgrounds. Expansion to the East campground was finalized with  20 new unserviced sites bringing the availability up to 37.  The Village public works will be upgrading the campground washrooms in 2016.
     Due to the economy, only one house started and is now at lock up stage.
 Westgate further explained, “The Village will be doing the 2016 Strategic Planning and dealing with priorities in March. “
    The Creek Erosion Project was put on hold in 2015 as bids came in higher than anticipated.  The Village has applied for more funding through the Provincial Government.
    There are needs for new sewer lines and that requires further planning.
     The water reservoir has a leak and the Village is working with Stantec Construction for the project. Westgate explained, “ It is still under the planning stages and hopefully it will be a joint project with Kneehill County.  The extent of repairs will be dependant on cost.”
    The Community Centre requires a new roof and the Village has received some quotes.  According to Westgate, researching for grants on this project is still being worked on.
  The Municipal Government Act give small municipalities their authority in order to operate, which projects are priorities and the funding allowed on these projects.

The valley woke up to a bright fresh blanket of snow Sunday morning. While many were breaking their backs shovelling (or figuring out how to repay their snow angels...) a few were able to hit the slopes on the white stuff. 

Village of Rockyford 2015 year in review and 2016 plans

    Village of Rockyford’s Mayor Darcy J. Burke spoke about the projects that the Village Council accomplished in 2015.  
    The water and sewer lines were finished on Main Street along with paving on 2nd St. West.  These were part of the Capital plan and were completed 25% under budget.
    Excessive drainage on 1st St. East was a problem for a number of years.  The Village replaced culverts, fixed the ditches and improved the drainage over all.
    The Village invested in a pilot project using recycled asphalt on all the non-paved streets. Burke explained, “The streets were all graded, the asphalt was spread and roll-packed.”  Burke further expressed, “The residents are very happy and Council is impressed with the product and we’ll see how it turns out as we need to see how it stands up through the winter. It will be 6-8 months before we know.”
    The Village Council is currently working on the 2016 budget.  Council will be taking a look at funding with the Provincial and Federal sources along with their own resources.  The Village has invested $600,000 in infrastructure and capital rehabilitation.
    Council will be moving forward with reinvestment of funds for infrastructure regarding the water and sewer lines and will be reviewing all costs.
   Village of Rockyford is the managing partner with Wheatland Regional Corporation.  Together they are working on a project that will provide clean water to Rockyford, Gleichen and Hussar. There are future plans to include the Hamlet of Rosebud.  
    Council is working with a 10-year capital plan and is committed to moving forward.
