Drumheller welcomes new Recreation, Arts and Culture manager

Town of Drumheller council officially welcomed Rick Ladouceur as the new Recreation, Arts and Culture manager during the Monday, September 11 Committee of the Whole meeting, although he took over the role in late August.
Mr. Ladouceur has extensive training and background in recreation, and says he has some plans on how to grow use of the Town’s various parks and recreation facilities.
“The Recreation and Parks Master Plan is quite good… I think, perhaps in the past, there’s been more focus on the (Aquaplex) and (Badlands Community Facility) BCF-those are very important, however, I see a bigger picture,” Mr. Ladouceur tells the Mail.
He shares he plans to look at ways to bring parks and sports venues, such as the ball diamonds and soccer field, under the Recreation, Arts and Culture portfolio “to give it direction.”
While he recognizes recreation facilities are not often money makers for municipalities, Mr. Ladouceur and staff at the BCF are currently looking at ways to “lessen the blow” and better utilize or promote the facility for its conference capabilities.
Mr. Ladouceur has an extensive history in recreation, beginning at the age of 15 when he joined a recreation committee in Green Valley, Ontario.
After graduation, he went on to receive his Recreation Management Leadership diploma from Algonquin College in Ottawa before receiving his Physical Education through the University of Ottawa.
Although he took some time away from recreation to take on the Technical Director position at the former Ottawa District Hockey Association-now known as Hockey Eastern Ontario-and coaching competitive hockey at the Junior A and semi-pro level, his passion remained in recreation.
He has managed recreation facilities with multiple amenities, from concessions and restaurants, to multiple ice rink surfaces, racquetball courts, and an Olympic sized pool.
“The staff has been amazing. Staff have a really great relationship with people who come into this building,” he says. “The amount of seniors that are coming in is wonderful.”
He says he would like to initiate a pseudo-program at the BCF to help introduce members to the machines in the facility, and help make people more comfortable with the equipment.
While recreation is his passion, he says he is not forgetting the Arts and Culture part of his title and will be looking at ways to bring things like sporting events and potentially concerts. He is meeting with some stakeholders, including the Drumheller Dragons, minor hockey team and other sports leagues, as well as the Rotary Club and some of the local museums.


Prairie Land archers shine in South Africa tournament

A team of archers from Prairie Land Public School Division excelled at an archery tournament in South Africa.
The Mail reported in its July 26th edition that Holly and Natalie Karg of JC Charyk School in Hanna, and Vance Laughlin of Youngstown and Sean Murphy of Altario were travelling to South Africa for an international tournament.
They were part of a Canadian contingent of three teams sent from Canada. There were adult, junior and development categories. Vance Laughlin and Sean Murphy were on the Junior Team and Holly and Natalie Karg were on the Development Team.
The Junior Team won Gold in Bullseye and Bronze in 3D. Vance placed 3rd for Junior boys 3D and 3rd for Junior boys Overall Champion.
The Development Team won Silver in both Bullseye and 3D Holly was 2nd for Development female Overall Champion.

Special Areas updating Land Use Order

The Special Areas Board is in the process of updating the Land Use Order and is looking for feedback on proposed changes from the public.
The current Land Use Order was last updated in 2015 and needed to be reviewed to help streamline regulations, reduce red tape and support clear and understandable development processes. The review process first began in 2021 and has included members of administration, development officers and planning staff from Palliser Regional Municipal Services.
With the initial draft of the updated Land Use Order now complete, Special Areas wants to hear from the public on proposed changes to this important municipal planning document.
To ensure the updated Land Use Order considers the impacts and opportunities for Special Areas residents and stakeholders, a two-phase engagement process is being planned.
The first phase of this engagement will take place over the fall and will include both online and in-person engagement opportunities. The draft Land Use Order document is currently available on the Special Areas website, along with a summary report that highlights some of the major changes being proposed. Residents, businesses, and other affected stakeholders are encouraged to review these documents ahead of the information open houses being planned later for this fall. Feedback provided during public engagement will help inform revisions to the draft document.
Once the draft document has been finalized based on feedback from this public engagement, it will be taken to the Special Areas Board for first reading in early 2024. As a part of Special Areas regular consultation process, a public hearing will be scheduled to allow members of the public to share feedback on the draft document directly with the Board.
This public hearing will take place ahead of any additional readings of the Land Use Order document and will be widely advertised to make sure interested parties can attend or send in written submissions. The Board will use feedback received throughout the public consultation process to make sure the updated Land Use Order aligns with the community’s wants and needs.
Special Areas encompass East Central Alberta from the Hanna area to the Saskatchewan Border, South of Jenner and North of Consort.
