Hanna Roundhouse scheduled for assessment


    
    The Hanna Roundhouse Society has received funding that allows it to move forward with work on the historical site.
    The society is receiving over $17,000 in a matching grant from the province which will help cover the costs of an assessment on the Roundhouse.
    “We are proceeding with some of the building evaluation - the ceiling and the walls. The professional people are arriving July 14 to work on the building to do that, and this is the first step in proceeding with our historical restoration," said Sandra Beaudoin, President/Founder of the Hanna Roundhouse Society.
    Beaudoin said once the companies have completed their assessments, the society gets a report identifying the work that needs done by priority.
    The assessments are being performed by Macdonald and Lawrence Timber Specialists out of Vancouver, who were working on the Atlas Coal Mine tipple earlier this spring, and architect Darrel Babuk of Boreas Architecture and Civic Design Inc out of Edmonton.
    Beaudoin said they’ll also be looking at the boiler room attached to the roundhouse, as the society would like to create a boiler room interpretive centre there.
    She said one of the society’s long term goals will be replacing the buildings’ windows.
    They would like the windows built as closely as possible to the original windows.
    The society would also like to preserve the locomotive doors on the roundhouse.
    The non-profit society owns 8.97 acres which includes the roundhouse and boiler room, the train turntable, and the water tower foundation.


New angle on area aerial photography



    A number of towns in the area are getting a new look when it comes to aerial photography.
    Not only are the recent aerial photographs of these towns the traditional overhead view,  they’re also taken at a forty-five degree angle for a more complete picture.
    Justin Hill, GIS Coordinator with Palliser Regional Municipal Services, co-ordianted the project.
    Palliser is an organization owned by a number of municipalities, including Drumheller and Starland County, and these photographs will be used for municipal planning, such as a new subdivision;  municipal asset tracking, such as locating a fire hydrant; and by attaching them to their real world coordinates, mapping purposes.
    And residents can check out the assessment on their house.
 Hill said the oblique angle photography was flown for Castor, Coronation, Drumheller, Hanna, Oyen and Trochu.
    That means these towns will have aerial photographs not only from the traditional overhead view,  but will also have photographs that show the north, south, east and west sides of a building or structure, such as the World’s Largest Dinosaur as shown in the photographs above.
    Hill said there are benefits of having photographs at these angles for both homeowners, in being able to view their homes, and municipalities, especially when it comes to planning.
    Another improvement over the last set of aerial photographs for the area from 2007 said Hill, is the resolution of the photography.
    The previous aerial photography was taken at a 30 centimetre (cm) resolution.
    “While it’s good, it’s just not super accurate for being able to pick out some of the ground features,” said Hill.
    Twenty-two municipalities were flown to update their aerial photographs.
    The large rural areas are  still photographed at 30 cm, and Hill said the crew flew a little bit lower and got an 8 cm distance for the town of Drumheller, but a number of towns and villages have been photographed at the 10 cm resolution.
    That means that one pixel in the aerial photo relates to 10 cm on the ground.
    “The information that it gives us and the possibilities that it gives us are really far reaching - there’s a lot of different applications,” Hill said of the higher resolution photos.
    He said the imagery is so crisp that things such as manhole covers and fire hydrants can be picked out of the photographs.
    And that’s one of the benefits of the higher resolution photos - to assist municipalities with asset tracking, as well as verifying previous surveys.
    “There’s not just images,  there’s also a lot of supplementary information we can get off the images.”
    “One of the things most important, especially with the Drumheller area,” he said, “is elevation data.”
    He notes that means a really accurate contour map of the entire valley can be made.
    “And when we’re looking at some of the issues that Drumheller faced last year with flooding and that type of thing, and flood mitigation, that elevation is really important.”
    Hill said another driving force behind this project is development of the website
palliserwebmap.ca.
    While there’s an area for municipalities to log on, there’s also a public access button, so anyone is able to go onto the site and view the aerial images.
    There are tourism and recreation maps to view, with people being able to select a specific site, such as the Atlas Coal Mine or a specific golf course.
    The imagery includes a number of recreation sites in the region, including swimming pools and campgrounds.
    Hill said Palliser’s goal is to get the new aerial imagery onto palliserwebmap.ca by the beginning of September, if not sooner.
    He said the aerial photography project started in earnest last fall to get the grant funding in place.
    As a result, a good portion of the project funding is provided in the form of a regional collaboration grant through Alberta Municipal Affairs.
 

New federal law aimed at curbing electronic junk mail



    Businesses and organizations, including charities and not-for-profits, face restrictions communicating with their customers under a new federal law designed to curb electronic junk mail.
    The Canadian Anti-Spam Law (CASL) came into effect July 1, 2014, setting out conditions for anyone that sends what it describes as a commercial electronic message.
    Companies must now clearly identify themselves when sending out messages that fall under the federal CASL criteria.
    “Every communication has to have your name, your business name, businesses physical address and contact (person), and a way to opt out of receiving further communication. Every email you send has to have that as a minimum,” said John Shoff, local business owner of Reality Bytes.
    “So that does apply to any e-mail, it also applies to text messages, it applies to facebook messages, twitter, LinkedIn - any type of social media,” he adds.
    “Under CASL, a CEM is a message that encourages participation in a commercial activity, including, but not limited to: offering, advertising or promoting a product, a service or a person,” The Canadian Radio-Televison and Telecommunications Commission (CRTC)states.
    Shoff said it appears the way the law is currently written, a company can’t use facebook to promote a product or service, even though someone may have already “liked” the business facebook page.
    “So if I have a Facebook business page, and I’m promoting my product on that page, say I put product ABC on sale today for $200, that is not in compliance with the CASL laws - that’s how they’re (lawyers) interpreting it.”
    Shoff says the strictest interpretation from a number of lawyers he’s dealt with suggests businesses can no longer use any social media to promote products or services.
    “Because right now when a team of lawyers looks at it, they’re saying almost every communication on social media is not in compliance because you have to have an “opt-out.”
    The opt out gives the consumer the ability to unsubscribe from receiving further electronic communications from a company.
    There are exemptions under the new legislation, but Shoff said the exemptions aren’t 100 per cent clear.
    He’s hoping the federal government refines the law and improves its wording so that businesses have a clearer understanding of what’s not allowed, and so they’re not penalized.
    “Because the fines are so heavy, no company wants to be the first that actually gets charged.”
    Fines are up to $1 million dollars per individual, and up to $10 million dollars per violation.
    Manon Bombardier, Chief Compliance and Enforcement Officer with the CRTC, said they’ll be relying on consumers, businesses, and other organizations to submit complaints on violations and forward their spam reports to the Spam Reporting Centre via www.fightspam.gc.ca.
    The CRTC will be setting up sting operations to try and catch the worst of the spammers.
    “The CRTC will also be creating email honeypots to lure rogue spammers, which will be used to monitor the activities of spammers targeting our jurisdiction.   This proactive approach by the CRTC will help to identify the more severe and egregious activity plaguing Canadians,” said Bombardier.
