Starland County Council approves 2022 budgets

Starland County Council passed its 2022 operating and capital budgets, and residents can expect to see a slight increase.
The 2022 Operating and Capital budgets were approved in the amounts of $15,267,638 and $2,104,500 respectively.
A two per cent increase to the municipal tax rate for residential and farmland properties was also approved, as well as an increase to the non-residential tax split resulting in a 3.8 per cent increase in non-residential municipal tax rates.
In Starland County’s 2021-2031 Strategic Plan, council identified seven Priority Focus Areas, namely, economic growth, leadership, communication, community pride, service excellence, financial sustainability, and sustainable infrastructure.
In an effort to address these priority focus areas, a number of new initiatives have been funded in the 2022 Operating Budget. These include bringing on legal counsel to pursue the collection of outstanding taxes from delinquent oil and gas companies; the development and implementation of a Tax Installment Payment Plan (TIPP) for the 2023 or 2024 tax year.
The County is also implementing a document management system and the digitization of its records, developing and implementing a long-term tax strategy.
They are also implementing a Community Appreciation Initiative focusing on fund-raising activities of local community groups and a Starland County Scholarship Program focusing on academic, agricultural, and trade education streams.
They are investing in their campgrounds, including new docks at both the Michichi Dam and McLaren Dam campgrounds, increased capacity at the McLaren Dam truck fill, installation of a columbarium at the Rumsey Cemetery, gravel crush at Starland County’s new Morton gravel pit and new Starland County signage at major access points to the County.
Approved capital projects for the 2022 season include four miles of surface treatment for Morrin North Access Range Road 20-3 and Morrin/839 Access Township Road 31-4, two bridge-sized culvert replacements, and the removal of a bridge culvert.

Over 100 bikes carrying members of motorcycle clubs from different parts of Alberta, stopped in Drumheller last Saturday, escorted by members of police departments including Calgary City Police, and RCMP special forces.
According to one police member, the clubs call this one “the prison run”, as there are supposedly members of these clubs inside the Drumheller Institution. The police presence is mainly to prevent any intimidation that may be caused, but generally, there are no problems.
The group generally stops at the Westview Co-op to fill up with fuel, and take a break, before heading to East Coulee for a barbecue later in the day.

Man charged in fatal Highway 21 collision has case adjourned

An Elnora man charged following a collision on Highway 21 last week that resulted in the loss of two young lives had his court appearance adjourned until July 8.
Richard Douglas Bell, 42, has been charged with two counts of dangerous operation causing death, two counts of impaired operation causing death, impaired operation of a motor vehicle and refusal to provide a breath sample.
The charges arose after Three Hills RCMP responded to a collision on Highway 21, north of Trochu after 10 p.m. on Friday, June 17.
According to police, investigation revealed two cars were northbound on Highway 21 when the second rear-ended the first, causing it to drive across the road where it was hit by an oncoming semi-truck.
The two occupants of the first car, a 20-year-old female and a 21-year-old male, were declared deceased at the scene.
The couple who perished were identified as Macy Boyce and Ethan Halford. Their families released a joint statement through the Calgary Police.
Boyce was a two-year member of the Calgary Police Service Cadets.
“We take comfort in knowing they did not suffer, and were together at the end of their too-brief lives. We ask the public to remember their names, and consider the consequences of impaired driving. No family should have to live through this pain, grieving for all we have been denied in the hours, days, and years to come,” the statement reads.
“The families would like to extend their deepest gratitude to the RCMP, the emergency responders, and all whose names we may never know, who took care of our children that night, and for the support our friends and family offered to us since the evening of this terrible tragedy.”
