Big Valley conducting infrastructure study

The Village of Big Valley will be conducting an infrastructure study to prepare for capital budgeting in the near and distant future, and DNA Consulting will complete the study.
Village Chief Administrative Officer (CAO) Tracy Mindus noted during the Thursday, September 23 regular council meeting, in conversation with another municipality, they had also contracted DNA Consulting for a similar infrastructure study.
“We don’t have a procurement policy in place to decide if I should have sent it out for more tenders, or more requests for proposal,” CAO Mindus said during the meeting. “I thought it was a fairly fair proposal, and very adequate for what we need.”
Mayor Clark German noted he is a “big fan” of spending money wisely without “overcomplicating” the process, and noted he was confident council had made a “reasonable, sound decision” in choosing DNA Consulting. This sentiment was also carried by Deputy Mayor Art Tizzard and Councillor Harry Nibourg.
Later in the meeting, CAO Mindus presented a request from a ratepayer regarding a sewer line replacement.
Public Works foreman Nick Dubitz gave council background information on the issue, as well as information following a review of video footage from the resident’s sewer line. He noted the sewer line was in “pretty poor condition” and the issues the resident is having are fairly common for the age of the line.
Dubitz noted the entire line has issues, and some of the areas of concern do fall on village property.
Mayor German noted, prior to reviewing the video, he was of the mind council was aware of issues in the area of 4th Avenue; council had previously postponed paving along this stretch of road due to these known issues, however, he noted after reviewing the footage he would like to look at the 4th Avenue issues in more detail.
Deputy Mayor Tizzard questioned how many more residents in the area will also be affected with similar sewer issues, and Councillor Nibourg stated it would make sense to complete repair work to the sewers prior to completing paving.
Mayor German noted the sewer line concern falls under the infrastructure study.
CAO Mindus shared the intent is for DNA Consulting and public works to review the video to identify priority areas.


Drumheller man sentenced for drug, weapons charges

A Drumheller man pleaded guilty to drug and weapons charges.
Michael Farmer appeared in provincial court in Drumheller on Friday, September 10, via closed-circuit television to enter his pleas.
The court heard that on July 13, 2020, police had entered into an investigation and were performing surveillance on a residence. Farmer was arrested and police seized a small amount of drugs and 7.4 grams of fentanyl.
On October 30, 2020, Farmer was a passenger in a vehicle involved in a traffic stop. Police observed a drug pipe in plain view. Upon searching they discovered 2.38 grams of fentanyl and cocaine.
On June 30, 2021, Farmer was on release and was under conditions. He was in a motor vehicle and was arrested. He was in possession of two cell phones, which he was prohibited from in his release conditions, brass knuckles, and 1.05 grams of cocaine.
He also pleaded guilty to a curfew violation and not living where approved on July 23, 2021.
The crown and defense were joined in recommending a sentence of 60 days for which he was given credit for pre-trial custody, followed by 12 months of probation.

Janet Kanters-Shmorong running for Wheatland County Division 1 seat

Wheatland County resident Janet Kanters-Shmorong is one of four candidates running for the Division 1 seat on Wheatland County council.
She has lived in Wheatland County for some 15 years, and lived in Strathmore, southern and northern Alberta, as well as British Columbia previously.
“(Current Division 1 Councillor) Jason Wilson was a strong advocate of smaller government, lower spending and increased personal responsibility, and I share those values,” said Kanters-Shmorong, noting she wants to hear from Wheatland County ratepayers, especially those within the Division 1 area, to represent the issues raised in her platform.
Kanters-Shmorong has worked as a reporter for community and daily newspapers and as an agricultural journalist and has reported on various municipal and provincial boards, committee, and meetings during her career in media.
“I believe in transparency and objectivity when it comes to letting the public and constituents know the issues and challenges within a community and municipality,” says Kanters-Shmorong.
She says ensuring economic development and diversification are key to ensuring a robust county.
“If elected, I will strive to create a welcoming and viable business environment within Wheatland County, all the while ensuring our healthy and sustainable agriculture industry remains strong.”
