Town gets provincial approval for recommended berm elevation

The Town of Drumheller has received news that will forward the Flood Mitigation Project significantly and very soon.
On June 23, the Minister of Environment and Parks, Jason Nixon, gave the town the green light to build berms at the recommended elevations.
“The debate was whether they were going to allow us to build to the regulated or the unregulated flows,” explains Drumhheller CAO Darryl Drohomerski. “So the announcement of them telling us they are considering regulated flows to be the level of protection of the Drumheller Valley.”
“This means the plans we have been working on can be completed because now there is a lot more certainty.”
This means the berms can be built to the 1,850 cubic Metres per second level, plus freeboard. The unregulated flow would be 2,260 cubic Metres per second
“If they told us it was going to be unregulated, then we would have to go back and raise all the berms and revisit alignments, because if you have to go up, you have to go out. It might have meant more property acquisition,” he said.
He explains had they been required to build to the unregulated flow the berms could have been up to 2.7 meters higher than the current diking system in areas.
This has been a sticking point for the program for some time. This allows the berm designs process to resume. He explains the existing flood mitigation in the town will still need to be built up higher. The amount will vary based on location.
“Now we can start finalizing berm designs and be able to go out more readily to those property owners that might be impacted as well as to the general public with those proposed berm designs,” said Drohomerski.
This has been a lobbying point for the Flood Mitigation program for some time.
“This whole deal with the province was kind of an 11th-hour thing, where they were debating whether they would include unregulated and that would have really changed our focus… Some areas would have been incalculable with respect to the amount of change that would have been required,” he said.
Last week the town also announced the geotechnical work on Dike D (Aquaplex to Schumacher’s Corner) planned for July 6 was cancelled. It will be completed in conjunction with the Historical Resources Assessment Field program, during the week of July 12. It will take about two days, and a backhoe will be digging test pits for deep investigation for the presence of historical or archaeological resources.
“We couldn’t do this until we actually cleared the trees, and it should be fairly straightforward… but you never know what we are going to find,” said Drohomerski.


One active COVID-19 case in Town of Drumheller

The Town of Drumheller is reporting the first active COVID-19 case in more than a month as of Friday, July 2.

Prior to the new, active case the town has not seen any new cases since Monday, May 17 and the last active cases were reported recovered as of Monday, May 28.

As the number of vaccine doses administered to Albertans continues to rise, the number of new and active cases across the province is on the decline; a total of 43 new cases were reported on Thursday, July 1 bringing the total number of active cases in the province to 895.

The province entered Stage 3 of the Open for Summer Plan on Canada Day, with COVID-19 public health measures being lifted--including bans on indoor social gatherings and large events such as concerts, festivals, sporting events and exhibitions.

To entice Albertans to get their COVID-19 vaccine the province announced a lottery, open to every Albertan 18 and older, with three $1 million cash prizes up for grabs.

Other prizes include Stampede packages, Edmonton Oilers and Calgary Flames sports packages, all-inclusive vacations, international and domestic flight packages, and a two-day rail trip, among others.

Winners must provide proof of full vaccination in order to qualify.

The first $1 million prize was awarded on Thursday, July 1 to Tracey McIvor of Langdon.

As of Monday, July 5 there is one active case of COVID-19 within the Town of Drumheller, and there are currently no active cases reported at the Drumheller Institution. Both Starland and Wheatland County have zero active cases, while Kneehill County currently has 13 active cases.

Second campground location suggested for Village of Morrin

A proposed campground, which will be located within the Village of Morrin and operated by the Morrin Historical Park and Sod House Society, was up for discussion during the regular Wednesday, June 16 council meeting.
In the May 26 edition of the Mail it was reported the Society had sent a proposal to Starland County to establish a campground, south of the former ATCO office site on Railway Avenue South.
During the June 16 meeting, Village of Morrin Chief Administrative Officer (CAO) Annette Plachner noted she had spoken with the Sod House Society and Starland County to discuss the potential site for the campground.
The site on Railway Avenue is currently zoned for industrial use and would need a full rezoning to commercial service district in order for the parcel to be used as a campground, which would include advertising ahead of a public hearing, amendments to the village’s land use bylaw, and the possibility of requiring assistance from Palliser Regional Municipal Services.
The village’s Official Administrator Harold Johnsrude noted the rezoning process could take “months” and may not be completed before the end of camping season in September.
CAO Plachner stated she has discussed a second potential site, behind the village arena, with Starland County but has not yet spoken with the Sod House Society.
This second location is already zoned as a commercial service district and would not require rezoning. There are also amenities available at the secondary site, including access to the RV dump station.
The proposed campground location will be brought back to the next regular Village of Morrin council meeting on Wednesday, July 21 for further discussion to allow CAO Plachner time to speak with the Sod House Society.
