Council held second and third reading of Bylaw 09.18, a bylaw to close approximately one foot of a public street on 6th Street West. A deck was built on town property by mistake. The portion of road is not required for public travel. The readings were passed. Councillor Tom Zariski said he wishes there was a policy, or bylaw, or some provision to deter mistakes like this. Councillor Jay Garbutt agreed and said the amount of time and effort placed into the mistake.

Council held first reading of a bylaw to close a portion of another street on Newcastle Trail. A corner of a house was built onto town property years ago.

Council approved the 2018/2019 Strategic Business Plan which identifies the priorities, deadlines, and means of accomplishing strategies and goals for the town in the remainder of 2018 and 2019. Councillor Garbutt said there are many objectives set for 2018 and just a handful of 2019 as a result of many changes in administration over the last year. A media release will be provided by the town to advertise the goals

Council approved a request for decision to revive a staff appreciation program for town staff after the town had not been following the existing long term service/recognition program. The recommended program involves gift card incentives to local businesses as well as days-off incentives

Council approved the appointment of Caleb Brown of the Royal Tyrrell Museum to the Drumheller Public Library Board for a three year term.

CAO Darryl Drohomerski presented council with a draft bylaw of a tax incentive for non-residential party, which would waive municipal property taxes for the first year for new construction of a commercial business. The bylaw will be brought back in two weeks for first reading. There will be a public hearing held as well.

CAO Darryl Drohomerski presented council with with a draft bylaw of the purpose to waive fees for new businesses in existing vacant, nonresidential buildings. Fees would include any development and business license fees fees and would be at the discretion of the town CAO. Businesses
would have to be vacant for a minimum of three months. Council discussed the differences between renting a previously vacant building and a new business buying a vacant building, and said if a new business moves into a vacant building may be they should be given a tax incentive
as well. CAO Darryl Drohomerski said he would bring the bylaw back with those recommendations at the next council meeting.

Council approved a request for decision to increase rebates given in the existing policy of Derelict Building Removal and Redevelopment Program. Amounts were increased to $2,000 for resident assessed properties and $5,000 for commercial properties for tipping fees to use the landfill to dispose of material from the property, both with submission of receipts. The changes incentivises property owners to affect town cleanliness and visual appearance.

Council heard a request to amend the Storefront Grant Program, which offers a matching grant to business owners upgrading their storefronts. The amendment increases the program funding in 2019 to $25,000 as $10,000 of that will be allocated towards funding new blade signs and allowing for $15,000 for other special projects. Recommendations were made by the Economic Development Advisory Committee. Councillor Garbutt said the motion is a budgetary consideration and asked it be tabled until after the budget is complete. The motion was made and carried.

Council heard a request from corporate service director Barb Miller to waive 2018 property tax penalties after a banking issue on a holiday caused the business to pay two late payment fees. Councillor Garbutt said he did not support the motion, as did Councillor Kristyne DeMott. Councillor Zariski defended the motion and said the business has existed in the community for years and made a mistake. Councillor Lisa Hansen-Zacharuk said the onus is on the business to pay on time. The motion was defeated after all councillors voted opposed.

Council approved an extension to the Remuneration Task Force deadline to provide a review of compensation for elected officials. The deadline was moved from November 13 to December 17.

Council held their annual organizational meeting. Council passed all readings of Bylaw 15.18 being a bylaw to create a subdivision and development appeal board. Appointed to the Subdivision and Development Appeal Board are Keith Hodgson, Karen Bertamini, and Eileen Lefley.
Council passed all three readings of Bylaw 12.18, being a bylaw to establish the Economic Development Advisory Committee under its new name, eliminate an appointment from Starland County, and establish new terms of membership to include 5 members at large. Council then appointed Jason Martin and Nick Peeler and the reappointment of Summer Manca for a one year term.
Council made a motion to appoint Jessica Burylo to the Heritage, Arts, and Culture Committee.
Council approved the reappointment of Scott Kuntz to the Municipal Planning Commission.
Council approved the reappointment of Colin Jensen, Don Ostergard, and Peter Cardamone to the Airport Commission.
Council approved the reappointment of Larry Coney and appointments of Kalon Sykes, Don Loro, and Keith Hodgson to the Police Committee.
Council approved the reappointment of Vanessa Page to the Drumheller Housing Administration for a three year term.
Council approved the reappointment of Vanessa Page and the appointment of Samantha Haddon to the Drumheller Library Board.

Mayor Heather Colberg made a proclamation declaring November as Prevention of Family Violence Month in Drumheller.

Councillor Lisa Hansen-Zacharuk was sworn in as deputy mayor for the months of November and December.

Council heard first reading of Land Use Bylaw 10.08 Section 56, “Home Occupations.” A permit issued to a home occupation no longer needs to be renewed each year if there are no changes to the conduct of the home occupation, if the occupation description or any conditions imposed by the permit. Councillor Hansen-Zacharuk said she has regularly heard complaints from individuals running home occupations and says they will welcome the change. A public hearing will be held in the future.

Councillor Fred Makowecki reported on both the Tax Incentive program and the downtown building paint palette discussions. Councillor Makowecki brought recommendations from the Tax Incentive Board which recommended ways the town could use tax incentives to attract businesses to Drumheller. Councillors Jay Garbutt, Tom Zariski, and Tony Lacher expressed their approval in moving forward on creating incentives for new businesses.
Councillor Makowecki made a motion to direct administration to look at the report and come to the next council meeting for a draft bylaw for these recommendations.
Councillor Makowecki asked for clarification on bringing recommendations on a downtown building paint palette. At a previous meeting, the Economic Development Committee
was given direction to create a colour scheme to be used by downtown businesses. Councillor Hansen-Zacharuk also asked for clarification of the origin of the idea and if downtown businesses had been consulted. She also recommended if the idea moves forward that a bylaw should created to enforce a colour scheme. Councillor Garbutt suggested an open house with businesses may be helpful. Mayor Heather Colberg said the idea originated with her based on a few businesses in town asking for recommendations of colours to paint their buildings. She said the idea was not to create a bylaw but to have a selection of suggested colours to create a sense of uniformity downtown.

Councillor Makowecki requested the director of corporate services look into what a 5 per cent reduction in the operating budget would look like for the town, in preparation of preliminary budget discussions at future council meetings. Councillor Hansen-Zacharuk said this administration has received a number of ‘asks’ from the community ahead of 2019 budget discussions and voiced concern over not meeting these of the budget is reduced.

Council opened the meeting with a discussion of offsite levies, which are fees developers pay to the town to help cover off-site infrastructure costs. CAO Darryl Drohomerski said the town hired a consultant in 2016 to review the existing offsite levy bylaw, with work completed in 2017. In the coming weeks a reading of the existing bylaw will be scheduled at a council meeting to start the process to review and potentially make changes to the bylaw if needed. A public hearing will be scheduled too. Councillor Tom Zariski said communities without offsite levies may be looked upon more favourably by developers and because development in Drumheller is somewhat slow, perhaps they should look at reducing it. CAO Drohomerski said the only community of similar size to no charge offsite levies is Hanna, but they use a different process to collect funds for infrastructure costs. Deputy Mayor Jay Garbutt asked if offsite levies collected could be used to fund projects outside water and wastewater, and CAO Drohomerski said the new MGA has allowed funds to be alloted to recreational projects. Mr. Garbutt said the discussion will be lively because council often struggles with who should pay for certain costs which arise.

Council heard a report from Greg Peters, director of protective services, regarding possible locations for a dog park, which is hoped to be created in spring next year. One new location brought to council is a section near Newcastle Beach. Councillor Lisa Hansen-Zacharuk asked if there is a cost estimate for installing water services, and Mr. Peters said not yet. Councillor Hansen-Zacharuk raised concern over the location being in the floodplain. Councillor Garbutt said this location is the closest to any residence out of the other proposed locations and asked if any decibel testing should be done. CAO Drohomerski said there is possibly a better location at the east end of the Newcastle campground which is further away from houses. Councillor Hansen-Zacharuk said she would hope the dog park would not impede further development of the ball diamonds there. Councillor Zariski said since the park would be closed in late evenings the noise may not be an issue, but councillor Garbutt said noise during the day would be considered a nuisance to nearby residents.
